Parmroopelltey Marbelay Youth Hub
Supporting Young People To Thrive
The Parmroopelltey Marbelay Youth Hub is a community-led initiative developed by MTWAC in response to priorities identified by Aboriginal young people, families and Elders across Northern Tasmania. Working alongside schools, community organisations and government, the Youth Hub provides a culturally safe place where Aboriginal young people can strengthen connection to culture, access coordinated support and build positive pathways for the future.
Why This Work Matters
For far too long, our young people have been over-represented in Tasmania’s youth justice system. Aboriginal children, who make up only 11% of Tasmania’s youth population, account for 35% of those under supervision.
What the recent state reforms have highlighted is the need for a culturally grounded, community-led approach to prevent youth offending and re-offending in the first place. Our organisation has developed an upstream solution that aligns with the Tasmanian Government’s Youth Justice Blueprint, Closing the Gap Priority Reforms, and the Youth Justice Model of Care.
About The Model
The Aboriginal Youth Justice Prevention Model – aptly named Parmroopelltey Marbelay (walk abreast together) – is a co-designed initiative, underpinned by a theory of change, that offers a culturally safe space for all Aboriginal youth. It focuses on early intervention, cultural identity, and community connection as a powerful protective factor.
The model operates through our existing facilities and leverages our strong governance framework, community trust, and cultural leadership. The model is a community where young people are supported holistically, addressing culture, identity, safety, health, skills, and connection.
The model is built on five key streams:
- Cultural identity and connection
- Youth voice
- Healing-informed practice
- Community education
- Service navigation/referrals
A Community-Led Approach
Activities are delivered in ways that resonate locally and individually, ensuring flexibility and adaptability. The initiative is supported by staff and a network of community volunteers and integrates with local schools, youth justice services, and other community providers in the North to reduce duplication and enhance support.
The Hub applies Aboriginal ways of knowing and being that honour story, relationship, and lived experience alongside formal metrics. Regular on-Country activities, truth-telling, and cultural practices are integral to the success of Parmroopelltey Marbelay, ensuring young people are supported through culture, community, and connection.
